Oshikuku Town Council is facing questions over its decision to retain a retired official in charge of its finance function while the recruitment of a replacement remains incomplete.
Mr Filippus Angula, who has worked in the council’s finance administration for almost 19 years, retired in January 2026. Despite reaching retirement, he was kept on as Manager: Finance, HR and Administration to ensure continuity while the council searched for a successor.
Angula’s continued role has attracted particular attention because he reportedly does not have formal qualifications in finance or a professional background specifically related to the field.
His initial extension lasted from April to June 2026. The council then approved another three-month extension, meaning he is expected to remain in the position until September 2026.
The matter came under scrutiny during a Public Accounts Committee (PAC) public hearing examining the council’s management and leadership. The hearing followed an Adverse Audit Opinion, placing further attention on the council’s financial administration and oversight.
The circumstances have raised concerns about the qualifications of the person overseeing the council’s finances, as well as why the recruitment of a suitably qualified replacement has not yet been completed.
